Legal Question in Real Estate Law in India

Sir my father GPA holder got the gpa from a person who is a auction purchaser of a evacue property but no sale letter has been issued in his name. And in a agreement he has mentioned that if we legally get the sale certificate issued in his name he will register the plot in our name and the AP high court as well as in CLRS given the order in our favour and instructed the district collector and MRO that to take the principal amount and hand over the proprty to us but since 1997 they haven't taken the principal amount and not even handing over the property to us in the mean time my father expired 2years back and we don't no were the land lord is whether he is alive or dead we don't know. So what rights do we have as a legal heirs of a GPA. IF NOT how to get the property back.is it possible that a land lords legal heirs have the right to again give the GPA to us. How

1) The PoA is terminated on the death of the Principal and

the legal heirs of Agent shall not step into his shoes.

2) The Principal has to issue afresh PoA or his legal heirs.
