Legal Question in Wills and Trusts in Pakistan

hi my grandad had a plot of land in pakistan which is under shimlat. He partitioned it and made 4 houses on it for all four of his sons. He lived in his youngest sons house. He passed away 10 years ago and no papers were drawn up to say the house belonged to the youngest son or the others sons. The whole plot is still under shimlat. My dad who was the youngest son moved to the uk but visisted his home every year and it was accepted that this house was his. Last year my dad passed away. THis is when we realised the properties were under shimlat.

1) how can we put the proprty on our name?

2) what documents do we need to fill in?

3) also is a shimlat property part of inheritance islamically or not?
