The owner of a property can will his property. A tenant cannot become the owner of the landlord's property except by acquisition by gift/conveyance/devise(Will) or by Adverse Possession. A tenant paying a rent will always be a tenant ever if generations continue to be tenants and pay rent to the landlord they cannot own the land.
