Usually the life insurance company has final say so. And in most cases the answer would be NO since it is the last competent wishes of the person who desires to name the beneficiary. Now the power of attorney could state "for the limited purposes of changing the beneficiary on my life insurance policy with (name of insurer) from John Doe to Jane Doe as the beneficiary" and that might would work.
