Is it ethical to send an e-mail to victims asking if they would like to file class action lawsuits?

It depends a lot on how the Alabama Rules are written. The model rule allows direct solicitation of clients for litigation so long as the solicitation tells the client that the letter is an advertisement for legal services. There are a few other requirements the letter must meet. One assumes that if an email meets the requirements of the letter that it doesn't lose its protected status by virtue of being sent electronically. If you have doubts, you can usually contact the Alabama Supreme Court and ask who handles attorney discipline in the state. They can advise you, and you can ask that organization whether the solicitation you received fits within the ethical guidelines in Alabama.

Keep in mind that an email "notification" that you may have rights under an already filed class action lawsuit is different and would not violate any ethical guidelines that I am aware of.
