Can a State legally pass a law barring interstate sale of goods?

No. But some laws which have that effect incidentally might be constitutional. It would depend upon what the law says and what conduct it tries to regulate.

For example, the laws which forbid you to sell drugs in your state also forbid you to sell them to someone in another state. (This is a pretty clear-cut example, but such questions are often much harder to answer.)
