In Ala can a father sign away his legal parental rights

Yes, but only if the mother consents to it. The mother would have to sign a Petition to Terminate Parental Rights to end the parental rights of the father, and the father would have to consent to his rights being terminated. This would end his obligation to pay child support, but it also ends any claim he has to visitation, custody, or paternity of his child.

The reason the mother would have to file it is that the father does not have the right to terminate the rights on his own. Many men want to sign away their rights as a way to get out of having to pay child support. However, the mother does not have to let him off the hook for the support, and in fact she will have to show the court that she is able to support the child on her own without the assistance of the father. Otherwise, the judge might deny the petition even if both parents agree to it.
