Legal Question

Child Abuse

My x-husband has custody of my 9 year old son and he has gotten remarried 3 years ago. My son step-mother is abusing him and DHR will not do anything about this, what action do I have to take to get him back?He wants to come live with me.Is being hit on the head with brushs,coke bottles,hit in the back with a belt and pushed backforward into the floor child abuse?
