Legal Question in Personal Injury in Alabama

My Brother died in the county jail this week and having a operation at the local hospital and being taken back to the jail just a few hours later! There was no nurse on duty! He called telling from the county jail crying and tell my mother he was in the woese pain he had ever been in! We were worried about him so my Mother called the jail about an hour and half later to check on him only to find out there was no nurse and he was not getting any medical care. At 3 A.M. they came to inform my Mother he had died. We feel this was a wrongful death due to him not getting any help We have also been told that the Doctor didn't want him released back to the jail! They took him anyway then did nothing to help him!
