Factory fog light violation laws

I am filing a harrassment suit and despretly need to know if a city police officer can pull me over and write me a ticket for a factoy fog light being out when my headlights were on low-beam.The ticket just says improper lights.Thak you soooo much:)

there is no requirement that any vehicle have fog lights, but if a vehicle does have fog lights the alabama code is specific as to where they are located on the vehicle.
