public highschool/ removal from school team

Can a highschool administration remove a student from the school sports team because of the student being arrested for shop lifting at a non school function.

Yes. Participation in sports is a privilege, not a right. Such an action (shoplifting) is likely to cast doubt on the honor and integrity of the entire team, and the way to restore that honor is to fire the person who shoplifted.
