If a veteran is 70% service-connected w/ 100% unemployability compensation, does he/she receive the same benefits as a 100% service-connected veterans?

Technically, yes. 100% is 100%. The only difference is if the veteran with an unemployability 100% goes back to work at substantially gainful employment for a certain amount of time. Then it can be reduced.
