after how long can you file a police report if someone stole money from you and have the videos and paper to prove it

Filing a police report may or not lead to prosecution of the criminal. Prosecution does not always lead to re-payment of the money. There are also civil laws to handle problems like this. When someone exercises control over your property and keeps it for their own use, you may have a right to bring a civil action against them. Depending on the amount involved, different courts have jurisdiction to hear the case and decide whether a judgment should be issued in your favor. If you get a favorable judgment, there are many remedies available to you to collect on the judgment, including legally seizing money in their checking account or getting payment directly from their wages.
