Legal Question in Criminal Law in Arizona

My boyfriend recently rushed the basketball court when there was a college basketball game at university of phx stadium and they arrested him and took him to jail rather than keeping him in their detention center downstairs. He was completely sober and I had to post a $500 bail to get him out of their jail. The police said they introduced a new rule if anyone were to do that it is automatic jail and they barely started putting it in place last week. He is going to try and fight it since he has never been in trouble and it is pretty common in college games to be allowed to do this and if they do get caught they simply throw them out. He is set for court in a week. Do you think this is something that will be easy to fight or should he get a lawyer? We also can't find any kind of law for glendale describing this rule.
