If I, 20, am at a party and not drinking but other underage attendees are drinking, can I be booked even if not possessing?

Depends on the circumstances. Technically if you had no alcohol in your system and were not in possession of alcohol, then generally the answer would be know. However, if the police believe you contributed in some way to other minors drinking or possessing alcohol then the answer might be yes. As I said, it "depends."
