custody

can an ex spouse (Mother) living in CA sue for custody of a minor child that was born and as always lived in AZ with the Father? It is a joint custody arrangement now.

She should not be able to bring an action in California unless the child has lived there for the statutory period required for that court to have jurisdiction.

This issue falls under the Uniform Child Custody Jurisdiction and Enforcement Act. There are several issues to consider in your action and I would need more facts to answer your question.
