Legal Question in Family Law in Arizona

I am a grandmother of an 8 month little girl. Her mother chose at the time of release from the hospital that I was to have custody of the baby and that I was going to be the one raising her. Two weeks after my grand daughter was born her mother decied that she wanted to be mommy of her daugher and called the police. After the police officers spoke with my daughter they chose to call out Child Protective Services so that they could get a temp order for my grand daughter to say with me. In October of 2008 my ex-husband had CPS called out on him and we was seperated plus due to my oldest son telling a mentor about the abuse he suffered while living with his dad. CPS came to my home and did and investigation and I never heard from them again. The night CPS showed up at my door was when I found that I still had an open CPS investigation and that due to that reason they had to take my grand daughter out of my home but left my children there and now they are saying that due to the investigation that did not come to any thing the charges was unsubstainiated that I can't be a placement for my grand daughter.

My Question is how can Child Protection Services use evidence against someone that is found untrue and cases that have been closed for over 10 yrs, and is there a way that I can fight Child Protection Services from adopting out my grand daugher.
