Can my wife take out my retirement with out my permission

She should not be able to, as most plans would require your signature. BUT, the answer is dependent upon the terms of your plan. You should contact you plan administrator for their rules on the subject.

She would need to wait for you to retire, or if it is social security, wait until you apply for and receive social security benefits.
