Practice outsde indian reservation

Can a lawyer who is licensed on an Indian reservation and not licensed in the state of indian reservation practice law outside indian reservation if required by indian reservation law? lawyer works on indian reservation and lives out side reservation and attended a NON-ABA approved law school. Does he have to be licenses both on Indian reservation and the state that he lives in? or does indian law take precendence?

While Native American people have dual citizenship, they must nonetheless comply with the rules of the dominant society when operating within it. They get no special dispensation by virtue of tribal membership. Bottom line, if you want to practice in a state court you must comply with state requirements. I must similarly comply with tribal requirements when I appear in a Native American court.
