Legal Question in Legal Ethics in Arizona

I just started a small non-profit group. The first program was a charity project in the Ukraine. A person from Florida helping me with the project kept most of the money I sent to him and did not spend it as we agreed too. He refuses to give me any receipts or information. What can I do?
