Legal Question in Personal Injury in Arizona

Injury

I've been told this is considered a civil matter. My boyfriend is currently in jail. He was jumped by two of the inmates, apparently due to some of the guards telling other immates something they shouldn't have been talking about. He was then transferred to another jail and told he would be sent to the ER to have his eye looked at. They have never taken him to the hospital., And he has some permanent damage. He believes he has a case against them due to them not having someone taking care of his injury. I need to know if there is a case and if so get an attorney on it as soon as possible.
