Legal Question in Workers Comp in Arizona

Hello.

I have a lifetime medical settlement agreement with the state of california,for my back, since 1991. I moved to arizona, had my doctor back east send me a prescriptions for pain, and am having nothing but trouble with them honoring that comitment. They jerked me around for over a month, denying the doctors prescription order, then approving only a parcial fiill. I have been treated for my broken back for over 6 years, the same doctor, with the same medications. The medications were not denied before, and there is no explanation, other than a lack of paper work, and board approval times. My question is, are they allowed to change my treatments, and or medications, being that they are not treating me, nor are they providing me with an explanation as to why they feel the can alter treatments. Do I have any legal recourse? I have been trying to get my attourney that handled my case to contact me, so we could talk, but am having no sucess.
