Legal Question in Consumer Law in Arkansas

I bought a car in April 4 2015. I am making payments on this thing. I signed a contract with the dealer to have registration within 90 days. It has been almost 4 months and still no registration. Can i file for breach of contract? I bought the car in Calif. and I reside in Ark.
