Arkansas has a litmus test approach to relocation:

The reason for the move,

Its impact on the minor.

The availability of cultural and educational programs in the new city

The impact on the relationship with the NCP and other family members

Best interest of the minor

Some cases suggest there is presumption in favor of relocation, but most recent suggest application of the litmus test.
