Legal Question in Family Law in Arkansas

Need help getting replacement Social Security Card.

My wife has a nephew that has a peculiar problem. He lived in California and recently moved to Arkansas. He has been living with us and he can't get a job because shortly after he got here he somehow lost his wallet with his identification in it. He didn't have a drivers license, only a photo ID. The problem is, the only form of identification he has is his original birth certificate and a Social Security card with the wrong name. His dad died when he was an infant and when he was two years old his mother remarried. She used his stepfathers name on the original Social Security card. The family says that she did not change his name legally and no papers can be found showing that his mother legally changed his name. She is deceased now so we have no way of knowing for sure. He can't get an ID without a new Social Security card and can't get the Social Security Card without the ID. The only other thing that he has is an Insurance Policy that was taken out on him with his birth name, but the Social Security Dept. said it wasn't good enough. Can anyone help?

A name change is a simple legal proceeding that can be done very quickly. He can use the court papers to change his social security card to match his birth cirtificate or vice versa.
