Legal Question

selling land

I own 5 acres of land and owner financed it out to someone. He is making 400/m payments until 25,000 is payed in full. I went out to check on it yesterday and there was a for sale sign out there. He can't sell the land can he? He does not own the land so I don't know what he is doing.
