Whether Legal and professional Fee is considered as costs that are recoverble against the Owners of the Vessel which was placed under arrest and whether the Plaintiffs have the right to claim these back from the party that was placed under arrest as a matter of bangladeshi Law? Furthermore whether it is the discretion of the Court to award costs or a separate suit has to be instituted for the recovery of the same?
