What is the penalty for neglect to an animal, found by a humane shelter to a surrendered animal? (Even with medical records that the sickness was examined) If a person may not reclaim it and chooses not to, is there still a penalty?

Penalties for cruelty to or neglect of animals are covered in the Penal Code, starting with general provisions at section 597 and then going on for several pages of fine print covering specific situations in Penal Code sections 597a through 600.5. I suggest you obtain a copy of the Penal Code at a library or on line and peruse these sections until you find the one that best fits the type of neglect you have in mind.
