Can you filed bankruptcy on items that have been charged off?

Charging things off is done for tax purposes and does not mean that they cannot come back after you later or assing the debt to a collecion agency. When you file for bankruptcy, you must list all of your debts and a chargeoff is no obstacle to received a discharge of that debt.

Yes you can, assuming you meet all other requirements for filing bankruptcy and obtaining a discharge.
