Can a 17-year old create a new LLC business in California for his entrepreneur interests?

No one will inquire about your age regards to setting up the entity. The problem is that in CA the age of majority is 18 and you therefore cannot enter into any contracts or at least be bound by them as a minor. There are some ways of going about this but they would likely involve your parents or some other person to get involved.

I have no idea what your specific situation is, but it might be worth it to discuss it over with a business lawyer along with one of your parents and see about your options. If that seems like a big deal in context, then you may just want to wait until you are 18 to set up the entity.
