Legal Question in Business Law in California

What can you do if you know a business that does not have a license can you call the cops on them I ask this because this person has ripped of several people and refuse to give there money back. Also its clear they dont have a licence because they dont even have a business name

999 times out of 1000, the cops will be too busy with serious crime to respond to a citizen complaint about a business operating without a license. Indeed, in many cases failing to obtain a required license may be a civil or administrative breach without violating any criminal statute. Cops do have the power and duty to act in only a very limited range of civil matters. I think the proper entity to which to report lack of a license would be the licensing agency itself. My answer would be different if there were something else illegal about this business, e.g., it is engaged in gambling, bootlegging, etc. Finally, I don't think the fact that a business lacks a name is significant at all. My law practice is a business, but it doesn't have a name.
