Legal Question in Business Law in California

My dogs got impounded yesterday while I was at work for getting into neighbors fence.(Manteca, California) I called the animal shelter where they were being held, and was advised I could pick them up before they closed at 6pm. I arrived at 5:58pm same day, only to be stopped because the shelter locked the doors early. I took a picture through the glass door with my phone showing the time was before 5:58 pm (it is also timestamped). The shelter wants to charge me a late fee for holding dogs additional day, even after I explained I was at location before posted closing time. Is this illegal?

I would be more concerned with kennel cough, than the money, You might prevail if you went to court, but I really don't think the judge is going to be happy having to decide this issue in small claims court. You're probably going to better off if you get your dog home and love him/her. Mr. Mc Cornmick will probably disagree with this because he his what he is in this world, and I am guessing he hates puppies, kitties, unicorns and rainbows.
