Is it legal to speak another language to a co worker at work?

There is no law against it. But private employers (and perhaps some public employers as well) can make rules against it, and can enforce those rules when employees violate them.

Yes, it is legal. It may complicate things in the workplace. Talk to a supervisor to find out the employer's policy on this.
