Yours is a very interesting question. First of all I have no idea how you would check if the site were committing fraud or not. Anytime there is a commercial site if it asks for payments from you the very very careful. Write to Manaus for references if you really feel that their committing fraud. How in the world are you able to figure out the what the site of this nature you could only make $400 rather than 1000??????????? what is the site asks you do, how is it in actuality aid sperm donor listing site, whatever that might be. I don't know of anyone will be able to help you with this question in the manner that it is written. I would suggest to rewrite your question with many more facts which may help us give you a better legal answer.

You would need someone with modern-day detective skills to ferret out this kind of information. Someone who can obtain the facts and then interpret them for law or public policy violations. This is what state attorneys general and the FBI are supposed to do. If a private person wanted to do a high-tech fraud investigation on his own, you would need to hire a detective with some legal training or a lawyer with some investigatory skills.
