Legal Question in Business Law in California

can a partnership be formed from a DBA as a complete separate company from it's corporation? Or is the corporation always have to be involved?

Your question is confusing. A partnership and a corporation are separate legal entities. They can be totally separate or can be related entities. A DBA is not a legal entity. It is just a name that some other person or entity is doing business under. A DBA is the same as the person who is using that name.
