I'm inclined to say the answer is "yes," but I'm not by any means certain. Maybe you should check with the Attorney General's office, by e-mail or phone, and see if there is a public assistance person who can take a better description of what you're going to be doing, and where, and then give you an informed answer. If in doubt, apply for it.
