is it legal (or ethical) for a newspaper to print a 10-year old child's name in a front page story regarding a mother who dropped the child off at Child Protective Services?

In California, and probably anywhere else, it would be a good lawsuit for invasion of privacy by either the mother or child (CPS might have the right to sue on behalf of the child, good luck with that). Watch out for legal time limits.
