if i have a litigation with my water district due to damages caused to my business,is it a good idea to also file a civil suit

Dealing with municipalities involving injury or damage is a tricky business. There are short time frames in which to make a formal claim. If you don't do so in time, you might be out of luck. In addition, these kinds of lawsuits are complicated. I would suggest that you contact a lawyer immediately to make sure that your rights are protected.
