Legal Question in Civil Rights Law in California

If people break into your home and commit violent activities and the LAPD refuses to arrest anyone or investigate, then people later break into your home again and commit more violent activities, can you sue the LAPD for not doing its job?

NO. Despite what you've been told by un-informed people all your life, the police have NO obligation to protect any particular person, or to come when called. They can not be sued for such failures. Sorry to shatter your illusion. Only if they are present when a crime is being committed would they have any obligation to stop you being victimized. Their role is deterrent by being visible in their little patrol cars as they cruise by, and more importantly, to investigate and write reports after the crime has been committed, so they can try to find the criminal. The lesson for you: YOU are responsible for your personal safety, no one else is. The harsh but true saying is: when every second counts, help from 911 is only minutes away.
