Legal Question in Civil Rights Law in California

Hello, I recently moved out of my apartment and I got a notice in the mail saying they were only going to give me back $33 from my $1040 deposit. I left this apartment in the same exact position I recieved it when I moved in last year. I painted, got the carpet cleaned, and deep cleaned that whole apartment. Now this letter that I recieved is charging me $290 for a complete paint, $100 for cleaning, $99 for something called "open", $60 for carpet shampoo, $225 for a celling fan I hardly ever used. When I first moved in maintance came out and notice the fan didn't work. He told my wife to call it in and she did they came out, said they need to order a piece, and never came back, $8 for sing blinds, $6 for light blubs. And $130 for a burn spot we did make on the kithen counter.

You might send a certified, return receipt letter to the former landlord outlining your position. If the landlord doesn't return more money to you as you request, your recourse will be to sue in small claims court and bring whatever proof you can of the condition in which you left the apartment.
