Legal Question in Civil Rights Law in California

I signed with a new attorney and signed a substitution to replace old atty, is the new attorney obligated? he now says hes not obligated? and never filed it.

Hopefully there's no issue with the statute of limitations. Get your file immediately and get a new attorney. You can't make one work if he/she doesn't want to and your case isn't in jeopardy.
