How much should we sue for?

Our group is attempting to recall our entire city council. We served them notices and attempted to publish the notices in the local paper as the election code requires. The paper wouldn't publish them as legal notices and only offered to publish them as political ads at a much higher rate. This caused us to miss the deadline.

We intend to sue and our lawyer says it is a slam dunk case. Would two million be a good place to start? We also might request that the paper's adjudication to publish legal notices be revoked.
