Taking pictures without permit

I was parking in the red line , no parking curve in the neighborhood next to a school. I was in a car all the time, waiting for a daughter go picking up a son. It took about 10 minutes waiting ( 5 minutes for pickup , 5 minutes back).

And then , a lady walked by , took several pictures , including the car's license plate.

She showed her camera, and yelled: '' You are parking in the no parking red line. I have your pictures. If you park here one more time, I will turn those pictures to the police.''

question :

Did that lady violates any law by taking pictures without permission ?

or Can this case be treated as under a personal harrassment law ?

( That lady can asked nicely , I and will move a car right away. )

She is certainly at liberty to waste film (oops, I am showing my age). I would ignore her.
