Someone from the Phillipines is trying to hack me, what do I do? Their ip has been blacklisted 93 times and I know who they are. I live in the United States.

Due to distance, borders, etc., I think your first line of defense is in the technical, rather than the legal, arena. Find a competent computer security person or firm to review all aspects of your setup and to install state-of-the-art firewalls.
