Service and Internet Pornography question

If a website specifically sets down rules that say ''this site doesn't allow pornography under such and such parameters'' but fails to uphold their own rules, is there any law breaking?

And if they allow depictions of obviously underage (drawn) characters with gratuitous genitalia is that breaking any laws? And if they have a ''mature'' filter but allow 13-year-olds to register (but can't take the filter off until they are 18), while having blatant pornography and (drawn, not photographic) child nudity/porn also something that can get them in legal trouble?

Yes... all of what you describe is serious, and may involve issues arising under COPA, and other child porn protection laws.

drawn, rather than photographic images are sometimes problematic, but there have been cases finding them to be improper.
