Legal Question

Uncertified PC Repair Technician

My husband wants to do on the side jobs fixing PCs as a small business. I'm concerned he might get himself into some trouble by not being a certified technician. He is really good and really knows his stuff. He has even been offered jobs at computer repair shops. Can he legally repair PCs without having a certification?
