Would the amount of oil in the damaged bp well be available to the public under the freedom of information act

Oil is not information. If you're asking about studies of the gusher made by the Army Corps of Engineers or other government entities, they might be available. However, the credibility of the source must be considered when viewing any published figures.

You can certainly obtain documents relevant to the oil spill from the Coast Guard, the Department of Interior Minerals Management Service, and other federal agencies. But you might find there are thousands of documents and it would be cost-prohibitive for you to get them. It's possible that one or more agencies has a FOIA Reading Room, try the agency web sites or data.gov . I encourage everyone who reads this to have a go with a FOIA request, it's a good learning experience.
