Can the California Board of Cosmetology require me to answer background questions to apply for a license in california? Can the Board run my background without my permission?

Yes. You gave the board permission to investigate your background when you applied for a professional license. The state has a legitimate interest in making sure people with criminal backgrounds, etc. do not receive certain types of licenses. Getting a license is a privilege and not a right, so the state can enforce regulations like this.
