I'm afraid translating whole chunks of building and zoning laws from legalese to simpler terms goes far beyond what you get for free on a Q&A website. Yup, I agree......go to the planning and building permit offices of the city (or county) and make the acquaintance of the staff members. You'll get (probably) better advice, and free.
