Stop notice

Does a contractor(not a Sub) have to send a 20-day notice before he can serve a stop notice to the home owner or bank holding const. funds. Or can he just send out the stop notice. He signed a conditional lein release for all the work thus far.

As I understand it, parties eligible for mechanics' liens who are in contract directly with the owner are not covered by the requirement to send a 20-day notice.
